If you get a common/comet goldfish, one.
If you get a fancy goldfish, you could keep 3-4. Just remember you’ll need to have double the filtration as goldfish are big waste producers.
The “One inch of fish per gallon” rule is a load of crap and doesn’t take into consideration the needs of the idividual fish. Goldfish can grow up to 12 inches. However, they can’t live in a 12 gallon tank. That “rule” makes no sense and should be abolished.
